Asbestos in buildings: What does the legislation say?

Asbestos has been used in building materials for many years, but is now banned due to the serious health risks. It is important to know the applicable rules for handling and analysis of asbestos, regardless of whether you are a private home owner, business operator or work in the public sector.


Prohibition and regulations for the use of asbestos

  • Prohibition of use:
    The use of asbestos in building materials has been prohibited in Denmark since 1990. It is therefore not permitted to use or reuse asbestos-containing materials in new construction or renovation.
  • Existing buildings:
    Asbestos may still be present in buildings constructed before 1990, including roof tiles, ceiling tiles, pipe insulation and flooring.

Requirements for renovation and demolition

  • Identification of asbestos:
    Before renovating or demolishing older buildings, it must be investigated whether there are asbestos-containing materials. This applies to both private individuals and companies.
  • Sampling and analysis:
    It is recommended to have a professional analysis of suspect materials carried out before work begins.
  • Safety and working environment:
    If asbestos is found, the work must be carried out by authorized professionals with the correct protective equipment and in accordance with the Norwegian Working Environment Authority's guidelines. Dust and fibers must not spread to the surroundings.

Disposal of asbestos

  • Environmental rules:
    Asbestos waste must be handled and disposed of as hazardous waste at approved reception facilities. It is not permitted to throw away asbestos in general construction waste.

Documentation and responsibility

  • Documentation requirements:
    Owners and builders are responsible for being able to document that there is no asbestos in materials that are removed or processed.
  • Sanctions:
    Failure to comply with the rules may result in fines and orders from the authorities.
